Janpanese time- Between 7:00 a.m. and 12:00 a.m. on 24th
Korean time- Between 7:00 a.m. and 12:00 a.m. on 24th
French time- Between 00:00 a.m. and 5:00 a.m. on 24th

Candace is the guardian of Aru Village, judging from the artwork of her carrying the polearm and shield, and what has been revealed about her character, we can speculate that Candace will be the first Hydro polearm character in the game, with a kit centered around protecting others with a shield.
And 3.1 version, along with Cyno, Nilou, and Candace, will likely be released on 28 September. Also a new Genshin Impact leak suggests that HoYoverse could add a permanent game mode which could involve players using cards to battle against the computer. They even talked about TCG, however, we will keep expectations lowb because Genshin Impact is a very casual game after all.
